This scoping review provides an overview of COVID-19 approaches to managing unanticipated school closures and available literature related to young people learning outside-of-school. This report studies the university offers made to a population of students who apply for places through a centralised university admissions system operated by the Victorian Tertiary Admissions Centre in Victoria. Students submit an application portfolio of up to 12 programs they wish to be considered for. The focus of the current analysis is on differences between high and low socioeconomic status (SES) students.

This report documents the current approach to widening participation (WP) in Australian higher education (HE) (as at June 2013). The WP policy has a long history in Australian HE, arguably beginning with the establishment of the nation’s first university (The University of Sydney) in the mid - 1800s which enabled access to HE for those unable to make the long journey to England in order to take up a university place.

Participation programs are demonstrably effective in stimulating university applications, but a sustained commitment is critical in maintaining consistent, long-term engagement, particularly in RRR schools. A review of a large-scale collaborative initiative recommended a tailored strategy to meet the higher costs of outreach programs in hard-to-reach areas, where students often see the decision to undertake tertiary study as a significant risk.
