Development of alternative entry pathways has been encouraged to boost higher education enrolments among equity groups. However, evidence is scarce on trends in admission to university study through alternative pathways, and on the comparative outcomes of students from various pathways. Findings from this report indicated that despite ATAR being the most common pathway to university, there has been a gradual decline in the number of students accessing university this way in the past 10 years.

NCSEHE Equity Fellowship research found half of all domestic students belonged to a designated equity group, supported by a multi-billion dollar Commonwealth investment, but optimising accountability for this public expenditure was challenging in an increasingly complex and dynamic higher education system. The report identified opportunities for recalibrating and strengthening evaluation at a system level, through a process-driven approach.

Indigenous participation and achievement in education is an issue of national and international significance. Within Australia, the Review of Higher Education Access and Outcomes for Aboriginal and Torres Strait Islander People—often referred to as the Behrendt Review—provided a clear blueprint for investing in policies and programmes that support Indigenous pathways, transitions, participation and achievement in higher education.
